cpCommerce is a free program, and due to it being free support for the product is primarily done through online communications, such as, Web Forums. Also, it is not handled by just one person but anyone who is uses cpCommerce. This is to keep the load off of the developers so they can focus on the next release or bugs found in the software.
If you need help installing cpCommerce or feel you have found a bug, feel free to browse the forum. However, please do a search prior to posting to ensure the issue you are having has not already been mentioned. This will save the cpCommerce community from a lot of headaches and it will give you the opportunity to read other threads that may be similar to your current situation.
At some point there will be "Paid Support", however, this is not in affect as of right now and until the details of this arrangement get worked out, it is not available.
If you require one-on-one assistance, feel free to post it in the forum and an arrangement may be possible with one of cpCommerce's highly motivated staff.
